The principle and the project.
GCF FrameWorks Ltd was created around a simple principle: increased intelligence should not automatically create increased authority.
The underlying ISAC project began as an early concept in 2020. As the system became more capable, a recurring architectural problem became increasingly clear: persistent memory, tools, credentials and external actions required a security and governance layer that did not depend on the AI model policing itself.
That problem became GCF.
Today, GCF FrameWorks Ltd is developing the governed infrastructure around persistent AI, with ISAC as the first system built to demonstrate the architecture.
The company today.
GCF FrameWorks Ltd was incorporated in September 2026. Billy Payne is currently the sole founder and has personally funded the early development to date. The product is pre-revenue and pre-launch.
The company is raising £250,000 pre-seed to accelerate engineering, independent security assessment, compute, productisation and external validation.
